PAPS Offers decommissioning as a part of it's Thai capabilities.
Due to the variety of services required in Decommissioning and due to the fact that it is not clear yet what the regulations willl be exactly it is difficult to give an exact scope of PAPS's capabilities However below are some of the tasks associated with Decommissioning and some samples of what we can do.
PROJECT MANAGEMENT:
Including but not limited to the following:
A) Contractual Terms and Conditions, Obligations and Warranties B) Engineering Evaluation and Planning C) Operational Overview and WorkFlow Charting, D) Evaluation of any Sub Contractors required and appointing of same.
LEGAL EVALUATION OF LOCAL LAWS AND APPROVALS REQUIRED FOR DECOMMISSIONING AND OBTAINING THE REQUIRED APPROVALS, LICENCES AND PERMITS.
Through our local knowledge of the Kingdom of Thailand we are able to work with some of the most well placed companies that are able to offer the services needed to complete any of the requirements that will be neccessary to undertake the Decommissioning process. These include but are not limited to:- Environmental impact studies. Disposal Permits. Governmental Approvals from all relevant Departments. Marine and Fisheries permits as required. Naval and military permits as required.
PREPARATION
The Item that will be decommissioned must be made ready to be decommissioned. This could be a platform or a pipeline. This means that pielines need to be flushed and pigged. Mercury and hydrocarbons need to be disposed of. Electrical lines need to be disconnected. The topsides need to have lifting padeyes fitted (If not still in place from original installation) these lifting points need testing. Pipelines need to be blocked, cut and blind flanges installed. Any tanks on the platform need flushing and cleaning. Preparations for the next stage of the decommissioning, the plugging and abandonment, need to be made so that this can be carried out. It is normal, oif the platform is going to be taken ashore or reused, to clean the platform of marine growth in situ and before decommissioning takes place. PAPS have personnel and equipment to perform a large part of this work. Anything outside our capabilities would be subcontracted in.
WELL PLUGGING AND ABANDONMENT AND CONDUCTOR REMOVAL
This part of the decommissioning would be subcontracted out by PAPS or a would be a Joint Venture Partners role.
PLATFORM REMOVAL, RISER REMOVAL, SUBSEA PIPELINE SEPARATION.
Depending on what is to be removed, tripod, 4 leg platform, 6 leg platform etc. The appropriate lifting equipment will be made ready. Pipeline's need to be cut (if not already done). They have been cleaned, flushed, blocked and capped already. Jacket legs need cutting, The Top sides of te jacket need to be cut away from the jacket structure. For all these diferent jobs, PAPS have both the equipment and the personnel to carry out these tasks. SUBSEA PIPELINE REMOVAL AND ANY OTHER SUBSEA STRUCTURES
It is not totally clear what needs to be done with subsea pipelines as there are difering regulatuions in place. However some of the requirements could be:- A) Burial of the pipeline. B) Burial of only the ends of the pipeline C) Total recovery of the pipeline.
Depending on which scenario is required PAPS have the equipment and the personnel to perform this work.
SITE, CLEARANCE OF DEBRIS AND REMEDIATION OF SEABED TO ORIGINAL CONDITION.
PAPS have the equipment and the partners to be able to perform all the neccessary tasks to fulfill this requirement.
